At less than 1 euro/liter, do we expect wine growers to receive fair return for their work?

This picture best depicts part of the schizophrenia of the world of wine: falling consumption per capita while luxury appellations (Brunello and Barolo) soar in sales, exploitation of vineyard workers, and fraud. And now the icing on the cake: wine costs less than water.

How long should we put up with this system? Do we expect wine growers to receive fair return for their work? And what do consumers expect to find inside the bottle? Certainly not quality.
